On April 5, 2016, the Law, Rights, and Religion Project Issued a Memorandum analyzing Mississippi House Bill 1523 in the context of Constitutional Law, and particularly through the lens of the Establishment Clause. The Law, Rights, and Religion Project sought to call attention to language in the law that conflicts with the Establishment Clause of the U.S. Constitution. The scholars who authored the Memo share note that "HB 1523 presents a conflict with First Amendment religious freedom doctrine by providing for religious exemptions that will meaningfully harm the rights of others, particularly LGBT Mississippians."
